There is a rally at 4:30 PM, Monday, Feb. 6, in Lawyers Square adjacent to the State Capitol. The Governor, Lt. Governor, Secretary for Veterans Affairs, Secretary for Economics and Business, President of the Senate, the Speaker of the House, Senator Astle, Delegate Mary Ann Love, and many more key people will be present that need to feel the force of veteran support for the bill. After the rally, gather in the lobby of the State House and seek out legislators coming in for the 8 PM formal session. For those who have time before the rally, go visit the offices of your delegates. The legislators may not be there, but the aides will be there to take your messages. It wouldn't hurt to call the delegates and let them know of the rally. Call using toll free number 1-800-492-7122. For people in the Dundalk area, there will be a free bus leaving about 2:30 PM from the Dundalk Armory. The Armory is located at 2101 North Point Boulevard, about one mile east-southeast of Eastpoint Shopping Mall. Military Legislation - Signed into law by Governor
SB 319 - Task Force on Assistance to Disabled Veterans Establishing Small Business Establishing a Task Force on Assistance to Disabled Veterans Establishing Small Businesses;
specifying the membership and duties of the Task Force; providing for staffing and requiring the Governor to appoint a chair of the Task Force; prohibiting the members of the Task Force from receiving compensation but authorizing specified reimbursement requiring the Task Force to report to the Governor and the General Assembly by December 1, 2005, etc.

Once you have opened
the link enter your Street Number and Street Name. Then enter

Once the search is completed the names of the Governor, Lt Governor,
Chairman of the Hall of Records Commission, President of the Senate
and Speaker of the House will appear. Cursor down until you see
"Run Query" and click there. The next screen will identify

Extending the subtraction modification
for military pay under the Maryland income tax to
include specified military compensation paid to or
incurred by active duty military personnel
|

Allowing an honorably discharged
veteran of World War II to apply to specified county
boards of education to obtain a high school diploma
if the individual withdrew from a specified full-time
public or private school in the individual's junior
or senior year in specified circumstances

Income Tax - Subtraction Modification
- Military Retirement Income. Increasing the amount
of the subtraction modification under the Maryland
income tax over the next five years for military retirement
income to 100% of the military retirement income received
in a taxable year; providing that retirement income
that is included in the subtraction may not be taken
into account for purposes of the income tax subtraction
modification for specified retirement income of individuals
who are at least 65 years old or who are disabled
or have disabled spouses; etc

Requiring the State Highway Administration
to designate a specified portion of U.S. Route 15
as the 115th Infantry Regiment Highway .
|
|
Exempting members of the Maryland
National Guard from motor vehicle registration fees
for no more than one vehicle; etc.
|
|
Authorizing specified members of
a State retirement and pension system to receive service
credit for military service as a member of a reserve
component of the armed forces of the United States
at a rate of 4 months for each full year of service
with the reserve force, not to exceed a total of 36
months
|
|
Authorizing
a military judge or summary court officer to issue,
on a showing of probable cause, an arrest warrant
for a member of the National Guard who committed an
offense under the military law of the State; and requiring
peace officers and members of the National Guard to
execute the warrant and deliver the person to the
custody of the National Guard.
COMMENT: Guard commanders needs this.

Authorizing members of the
State Retirement and Pension System who are members
of the Maryland National Guard and activated under
Title 10 of the United States Code, to receive 4 months
of service credit for a full year of military service
as a member of the Maryland National Guard; and providing
for a specified limit to the military service credit.
COMMENT: This is for Guard Only. Would
do for Guard what SB71 does for reserves. If we want
this, may have to compromise on reserve bill.

Increasing the

of days from 15 to 30 that a State employee may receive
leave with pay for military training or active military
duty in a reserve unit of the armed forces or in the
organized militia.

Authorizing specified members
of the State retirement and pension systems to receive
service credit for military service as a member of
the Delaware, District of Columbia, Pennsylvania,
Virginia, or West Virginia National Guard; providing
for a specified limit to the military service credit;
and altering the definition of "military service
COMMENT: This has been in before.
Why should those who didn't serve our state's guard
get credit for serving in another state?

Allowing an honorably discharged

apply to specified county boards of education to obtain
a high school diploma if the individual withdrew from
a specified full-time public or private school in
the individual's junior or senior year in specified
circumstances.

Increasing from
$2,500 to $5,000 the maximum amount allowed under the
income tax subtraction modification for military retirement
income; eliminating the requirements that an individual
must be at least 55 years old on the last day of the
taxable year and must have been an enlisted member of
the military at the time of the retirement; increasing
from $17,500 to $35,000 the level of federal adjusted
gross income above which the maximum subtraction is
reduced; and applying the Act to tax years after 2002.

Providing that members of the organized
militia who are ordered to active duty with the consent
of the Governor are entitled to a leave of absence from
their duties without loss of pay, time, or efficiency
rating for the time while actually serving under the
active duty order; providing for the application of
the Act; etc. |

Establishing the Maryland Military
Installation Strategic Planning Council; providing
for the membership, purposes, and staffing of the
Council; requiring the Council to report to specified
persons by a specified date; and providing for the
effective date and termination of the Act.

Requiring the State Highway Administration
to designate the portion of North Point Blvd in Baltimore
County from the 2100 block to the Cove Road intersection
as the 175th Infantry Regiment Memorial Highway .
